区块链技术助力我国网络意识形态治理:优势、挑战与路径

Blockchain Technology Facilitates China’s Internet Ideology Governance:Advantages,Challenges and Paths

我国网络意识形态治理工作迫在眉睫,但网络技术自主创新能力落后,治理工作面临治理对象局限于网络空间、协同治理格局尚未形成、网络法治体系尚待完善等主要问题。区块链技术所包含的时间戳技术及其可溯源防篡改特征、分布式账本技术及其共识机制、智能合约技术及其自动化特征将助力我国网络意识形态治理工作。区块链技术具有一定的限度,其所包含的匿名性问题、去中心化特征、代码治理模式将给我国网络意识形态治理工作带来监管机制、传播机制、立法机制的挑战。对此,必须坚持开发区块链技术与监管区块链技术的结合、区块链技术与战略性前沿技术的配合、区块链技术赋能与党的舆论工作的融合,构建全方位、全天候、多层次的网络意识形态综合治理体系。

The task of Internet ideology governance is urgent,but the capability of independent innovation of network technology is backward.The task of governance is faced with such major problems as limited governance objects in the network space,the pattern of collaborative governance has not been formed,and the network rule of law system still needs to be improved.The fourth industrial revolution has brought blockchain technology,which contains Timestamp technology and its traceability and tamper-proof features,distributed ledger technology and its consensus mechanism,smart contract technology and its automation features,which will help China’s Internet ideology governance work.Blockchain technology also has certain limits.The anonymity,decentralization and code governance model it contains will bring challenges to the supervision mechanism,communication mechanism and legislation mechanism of China’s Internet ideology governance.Therefore,it is necessary to combine the development of blockchain technology with the supervision of blockchain technology,cooperate with the strategic frontier technology,and enable the integration of blockchain technology with the Party’s public opinion work,so as to build an all-directional,all-weather and multi-level Internet ideology governance system.
