中国共产党“党管媒体”的百年探索与基本经验

The centennial exploration and basic experience of the CPC's"Party-supervised media"

党的历代中央领导集体创造性地将中国革命、建设、改革、发展的实际与马克思主义的党报理论紧密结合,形成了以"党管媒体"为核心的新闻管理模式。回顾百年来中国共产党"党管媒体"原则的演进史,深刻总结其历史经验和发展规律,对新时代"党管媒体"如何调整思路和方式来适应社会发展的需要进行研究。研究认为,作为马克思主义新闻观中国化的重要成果,中国共产党对"党管媒体"原则的认识经历了从管理方法到治国理政价值的不断提升,使中国特色社会主义新闻宣传事业始终在思想上政治上行动上同党中央保持高度一致;新时代坚持和发展"党管媒体"原则,必须将马克思主义新闻观贯穿始终,坚持以人民为中心加强党的领导,坚持党性与人民性相统一,建立和完善传媒法律法规体系,推进媒介治理能力和治理体系现代化,形成符合新时代发展的"党管媒体"策略原则、方式方法。

The central leadership of the Communist Party of China has collectively and creatively combined the reality of Chinese revolution,construction,reform and development with the theory of Marxist Party newspaper,forming a news management model with"Party-supervised media"as the core.This paper reviews the evolution history of the CPC's"Party-supervised media"principle in the past 100 years,summarizes its historical experience and development rules in depth,and studies how to adjust the guidelines and methods of"Party-supervised media"to meet the needs of social development in the new era.The research holds that,as an important result of sinicization of Marxist view of news,the CPC's understanding of the principle of"Party-supervised media"has experienced continuous improvement from management methods to the value of governance,so that the socialist news endeavor with Chinese characteristics has remained highly consistent with the CPC Central Committee in ideology,politics and action.On account of adhering to and developing the principle of"Party-supervised media"in the new era,we must constantly maintain the Marxist view of news,uphold and strengthen the Party's leadership with people at the center,adhere to the unity between Party spirit and affinity to the people,establish and improve the media laws and regulations system,promote the modernization of media governance capacity and governance system,develop the strategies,principles,methods and mechanisms of the"Party-supervised media"that are in line with the development in the new era.
