突发公共卫生事件对传统零售企业人力资源管理的影响和对策——以新冠肺炎疫情为例 被引量:4

摘要 突发公共卫生事件时有发生,新冠肺炎疫情是一次典型的突发公共卫生事件。每次突发公共卫生事件的发生,都会对经济、企业和人们的工作生活带来很大影响。面对突发公共卫生事件,传统零售企业面临较大的经营压力和人力资源管理问题,传统零售企业员工面临身体健康受到威胁、工作存在压力、收入同比下降等问题。文章以新冠肺炎疫情为例,以传统零售企业为研究对象,探讨突发公共卫生事件对传统零售企业人力资源管理的影响,从人力资源规划、员工招聘、员工培训、员工绩效管理、员工薪酬管理、员工劳动关系管理等人力资源管理工作的六个方面具体分析其影响,并提出相应对策。旨在为新冠肺炎疫情下传统零售企业人力资源管理工作科学有效地开展提供思路,为传统零售企业人力资源管理工作在以后面对其它突发公共卫生事件时提供借鉴。 Public health emergencies occur from time to time,the COVID-19 epidemic is a typical public health emergency.Every public health emergency has a great impact on the economy,enterprises and people's work and life.In the face of public health emergencies,traditional retail enterprises are faced with greater operating pressure and human resource management problems.Employees of traditional retail enterprises are faced with threats to their health,work pressure,income decline and other problems.Taking the COVID-19 epidemic as an example,the traditional retail enterprises as the research object,this paper discusses the impact of public health emergencies on the traditional retail enterprises’man resources management,and analyzes the impact in terms of six aspects,namely,human resource planning,staff recruitment,staff training,staff performance management,staff salary management,and management of labor relations.Thereby,corresponding countermeasures are put forward which aims at providing scientific and effective development of human resource management in traditional retail enterprises in the case of COVID-19 epidemic situation,and provides reference for traditional retail enterprises in the face of other public health emergencies.
