弗劳恩霍夫模式对江苏构建高质量技术转移体系的启示

Enlightenment of Fraunhofer mode to the construction of high-quality technology transfer system in Jiangsu

建立健全技术转移体系是贯彻落实创新驱动发展战略的重要举措。近年来,江苏省先后出台了“科技创新40条”“科技改革30条”等突破性大、含金量高的科技政策,扎实推进技术转移体系建设。然而,与国外发达地区相比,江苏省科技成果转化率仍相对较低,高质量技术转移体系亟待健全。弗劳恩霍夫协会是德国乃至欧洲最大的应用科学研究机构,其对资本、人才、技术等要素的高效管理使之成为世界上最具活力的创新策源地之一。文章旨在对其技术转移模式进行深入探究,总结其成功经验,并围绕江苏省构建高质量技术转移体系得出几点启示。

Establishing a technology transfer system is an important measure for in-depth implementation of the innovation-driven development strategy.In recent years,Jiangsu has successively promulgated“40 sci-tech innovation items”and“30 sci-tech reform items”and other breakthrough sci-tech policies with high gold content to solidly promote the construction of technology transfer system.However,compared with developed areas abroad,Jiangsu’s technology transfer rate is still relatively low and high-quality technology transfer system urgently needs to be improved.The Fraunhofer-Gesellschaft(FhG),rooted in Germany,is the largest applied scientific research institution in Germany and even in Europe.Its efficient management of funds,talents,technology and other elements makes it one of the most dynamic innovation source worldwide.This article aims to make a preliminary exploration of FhG’s technology transfer model,summarize its successful experience,and draw some enlightenments around the high quality development of Jiangsu technology transfer system.
