为了促进二战后的乡村重建和经济复兴,1946年民国政府农林部向美国政府提出了一个向中国提供技术和经济援助的农业合作项目——中美农业技术合作团。该团美方代表由郝济生领队,中方代表由邹秉文牵头。在调研了十五个省份之后,该团向两国政府汇报了总结报告。1947年中美两国政府发布了正式报告书《改进中国农业之途径》。该报告虽然为中国的农业建设提出了较为系统的技术进步和贸易合作计划,但也被质疑企图在技术和经济上殖民中国。该计划未能在中国大陆实施,却为后来领导台湾地区农业建设的"农复会"提供了组织架构和发展方案。该计划为中美两国后续的科技和农业贸易合作提供了重要的借鉴和教训,值得国际关系学者和外交工作者高度关注。

In an attempt to promote China’s post-World War II rural reconstruction and economic development,the Chinese Ministry of Agriculture and Forestry proposed to the U.S.government to organize a joint program,the China-United States Agricultural Mission,to provide technical and economic assistance to China’s agricultural industry in June 1946.The committee members from the US led by Claude B.Hutchison as the head of the U.S.delegation while the Chinese members led by Zou Bingwen as the head.After the investigation of fifteen provinces,delegation members provided their findings and suggestions on the reconstruction of Chinese agriculture in the Report of China-United States Agricultural Mission released by the two governments in 1947.This report is a comparatively comprehensive agenda for agricultural construction which put forward systematic plans for agricultural technology advancement and trade cooperation while it was also under criticism for technologically and economically colonizing China.This plan did not get adopted in China's Mainland,but it incubated an organizational structure for the Sino-American Joint Commission on Rural Reconstruction and provided a blueprint for agricultural development in Taiwan.This mission provided both referential significance and important lessons for later cooperation in the field of technology and trade between the two countries,which merit close attention from both academia and diplomatic circles.
