河南省引黄受水区水资源利用效率综合评价 被引量:7

Evaluation of Water Resources Utilization Efficiency in Water Receiving Area of Yellow River Diversion in Henan Province

摘要 河南省引黄受水区水资源严重短缺,建立水资源最大刚性约束制度,需要不断提升水资源节约集约利用效率。为科学分析河南省引黄受水区14个地级市的水资源利用效率现状,采用单一评价与组合评价相结合的循环修正评价法,从GDP、工业、农业、生活、生态5个方面,进行水资源利用效率综合评价和分指标单项评价。评价结果表明:河南省引黄受水区整体水资源利用效率不高,各地级市水资源利用效率差异较大;商丘、许昌、平顶山的水资源利用效率较高,濮阳、新乡、济源的较低,其余各地级市的处于中等水平。根据评价结果为河南省引黄受水区各地级市水资源利用效率的提高提出了针对性建议。 There is a serious shortage of water resources in the Yellow River diversion area of Henan Province.The establishment of the maximum rigid constraint system of water resources,and the realization of the requirements of determining the city,land,people and production by water,need to constantly improve the efficiency of economical and intensive use of water resources.In order to scientifically analyze the present situation of water resources utilization efficiency of 14 prefecture-level cities in the Yellow River diversion and water demand area of Henan Province,this paper adopted the circular correction evaluation method combining single evaluation and combination evaluation to carry out comprehensive evaluation and sub-index single evaluation of water resources utilization efficiency from five aspects of GDP,industry,agriculture,life and ecology.The evaluation results show that the overall water resources utilization efficiency of the Yellow River diversion and water consumption areas in Henan Province is not high,and the difference of water resources utilization efficiency among prefecture-level cities is greater.The water resources utilization efficiency of Shangqiu,Xuchang and Pingdingshan is higher,while that of Puyang,Xinxiang and Jiyuan is lower and the other prefecture-level cities are in the middle level.According to the evaluation results,some specific suggestions were put forward for improving the utilization efficiency of water resources in the prefecture-level cities of Henan Province.
