摘要
为健全苏维埃政府组织与工作体系,中华苏维埃临时中央政府于1931年底初创了工作报告制度。1932年初,中央为了解、督促、检查地方政府的工作执行情况,强力推进工作报告制度的实施。到1933年,工作报告制度已然在各级政府的工作中得以贯彻落实,并形成了定期报告、临时报告、限时报告、总结报告的多重报告方式和报告工作、报告听取、报告检查的制度流程。工作报告制度的实施,强化了中央对地方、上级对下级的组织领导和工作监督,也促进了中央政令、苏区工作的有效执行。
At the end of 1931,in order to perfect the organization and working system of the Soviet government,the work reporting system was established by the Chinese Soviet Provisional Central Government.In early 1932,in order to inspect,supervise and urge the work of local governments,the central government vigorously promoted the implementation of the system.By 1933,it had been carried out in the work of governments at all levels,forming a multiple reporting mode of regular report,interim report,time-limited report,summary report and a system process of reporting,report listening as well as report inspecting.The work reporting system not only strengthens the organization,leadership and supervision of the central government over the local governments as well as the higher authorities over the lower authorities,but also promotes the effective implementation of the central government’s decrees and the Soviet work.
