由于2019年底新冠疫情的爆发,各国采取边境管制、港口限制等措施,导致全球近40万海员超期服务,无法获得遣返,对国际海员的身心健康、职业认同感及个人发展等产生较大影响。分析了中国海员队伍的现状及海员市场的发展趋势,从心理干预、管理服务等多个维度提出相关对策,为相关部门及航运公司提供决策建议。

Due to the outbreak of COVID-19 at the end of 2019,the border control and port restrictions have been adopted by various countries,resulting in over 400 thousand seafarers'overdue services worldwide,and no repatriation.This has a great impact on the physical and mental health,occupation identity and personal development of international seafarers.This paper analyzes the current situation of Chinese seafarers and the development trend of seafarer market,and puts forward relevant countermeasures from psychological intervention and management services,and provides decision-making suggestions for relevant departments and shipping companies.
