摘要
以"五唯"为特征的人才评价标准已成为阻碍科研创新的"顽瘴痼疾",必须从根本上进行改革。要改革人才评价体系,就要树立正确的评价理念,建立新的科学评价标准。新的评价理念产生于"唯"与"不唯"的辩证关系中,它要求以"不唯"的辩证要求代替"唯"的量化标准,建立多元化评价机制,在不同的评价领域合理配置定性评价和定量评价的权重。
The talent evaluation standard characterized by “five-only” has become a “chronic disease” hindering scientific research and innovation,which must be fundamentally reformed. To reform the talent evaluation system,it is necessary to establish an effective evaluation ideas and a new scientific evaluation standard. The new evaluation idea comes from the dialectical relationship between “only” and “not only”. It requires the dialectical requirement of “not only” to replace the quantitative standard of “only”,to establish a diversified evaluation mechanism,that reasonably allocate the weight of qualitative evaluation and quantitative evaluation in different evaluation fields.
