英国北爱尔兰地区残疾人就业服务体系的政策经验及对我国的启示 被引量:5

On the Policy Experiences of the Employment Service System for the Disabled in Northern Ireland and Its Inspirations to China

摘要 英国北爱尔兰地区残疾人就业服务体系既具备英国社会保障制度的整体框架,又具有自身的鲜明特点:以"定制化"为特色、以"可持续性"为保障、以"双津贴互补"的配合使用为重要内容、以为残疾人提供自立自强的机会为建设目标。该体系启示我国在建设残疾人就业服务体系时,应注重提升残疾人的工作能力,以其实际需求为出发点,在兼顾企业利益的同时,为残疾人提供可持续性的多种津贴与补助,为残疾人创造更好的就业条件。 The employment service system for the disabled in Northern Ireland has both the overall framework of British social security system and its own distinct features, namely“customization”as a character,“sustainability” as the guarantee,“double allowance”to complement each other,and the goal to provide self-reliance for the disabled. The system enlightens us that in the construction of the employment service system for the disabled,we should pay attention to improving the working ability of the disabled,take their actual needs as the starting point,give consideration to the interests of enterprises,and provide a variety of subsidies sustainably,so as to create better employment conditions for the disabled.
