当代世界的时代特征正在发生断裂性变化。"二战"后用以化解战前问题所建立的国际国内秩序,作为战后历史结构曾在一定时期内较为成功维护了全球和平稳定、促进了世界共同发展。20世纪后期以来的全球化,在带来普遍繁荣的同时,也在全球和国家层面重塑了利益关系与实力格局,战后形成的政治对资本的规制已被打破,"世界政治"再次挤兑国家政治和国际政治,这既造成一些国家的内政混乱,也带来了国际关系的紧张。"百年未有之大变局"暴露了战后秩序的有限性及其在正义性上的不足。为回应时代特征的范式变革,需要重置时代主题,走出历史错觉,在推动建构更加公平正义的国际秩序中捍卫和平,在重构对资本的有效规制中保护社会。

The characteristics of the times in the contemporary world are undergoing disruptive changes.The international and domestic order established after World War II to resolve the pre-war problems,as a post-war historical structure,has successfully maintained global peace and stability and promoted the common development of the world in a certain period of time.Since the late 20th century,globalization has not only brought about general prosperity,but also reshaped the pattern of interest relations and strength at the global and national levels.The political regulation of capital formed after the war has been broken.The "world politics" has prevailed over national politics and international politics again,which has not only caused the internal chaos of some countries,but also led to tense international relations.The "great changes unseen in a century" have exposed the limitation of the post-war order and its lack of justice.In response to the paradigm change of the characteristics of the times,we need to reset the theme of the times,get rid of the historical illusion,defend peace while promoting the construction of a more fair and just international order,and protect society in the reconstruction of an effective regulation of capital.
