从多边规则接受者到全球贸易公共品提供者--中国入世20年的回顾与展望

From Recipient of Multilateral Rules to Provider of Global Trade Public Goods

自2001年中国加入世界贸易组织以来,中国全面对接国际经贸规则,积极兑现入世承诺,经济发展质量和对外开放水平显著提高,为多边贸易体系运行和全球经济发展作出重要贡献。但以世界贸易组织为核心的全球多边贸易体系受到世界经济格局变化、部分国家单边主义和贸易保护主义抬头以及互联网和数字技术发展等因素的影响,已不能完全适应当前全球经贸运行的实际需求。世界贸易组织改革和全球经贸规则重塑已成为世界各国的共识,各国已相继提出自己的改革主张并推动新议题的谈判与落实。中国作为全球第一大货物贸易国和最大的发展中国家,在全球经贸规则重塑中负有重要责任和特殊使命,需做好多边主义和自由贸易的坚定维护者、世贸组织改革的理性推动者和全球贸易公共品的积极提供者等重要角色。

The year of 2021 is the 20th anniversary of China's accession to the World Trade Organization(WTO).Over the past 20 years,China has fully aligned with international economic and trade rules,actively fulfilled its WTO commitments,significantly improved the quality of its economic development and the level of its openness to the outside world,and made important contributions to the operation of the multilateral trading system and global economic development.At present,China has become the target of WTO reform and the reshaping of global economic and trade rules,and is facing challenges in terms of WTO developing country status,the behavior of non-market economyentities and subsidies,as well as new global trade issues.To meet these challenges,China needs to play such three important roles as a firm defender of multilateralism and free trade,a rational promoter of WTO reforms,and an active provider of global trade public goods.
