“禁摩限电”的发展现状及相关建议——基于对肇庆市高要区“禁摩限电”政策执行的实证分析 被引量:1

摘要 自北京市1985年发布禁摩令以来,相继有多个城市加以效仿,禁摩限电政策发展以来,公众对此一直存在着巨大的争议,各方的意见存在着差异性。以下以肇庆市高要区“禁摩限电”政策为案例,对行政主体机关在政策过程中实施的具体行政行为展开思考,探讨对影响该政策落实的原因,分析群众对该政策的态度,并提出相对应的改进方法。 Since Beijing issued the motorcycle ban in 1985,a number of cities have followed suit.Since the development of the motorcycle ban and power limit policy,there has been a huge controversy among the public,and the opinions of all parties are different.Based on the case of“motorcycle ban and power limit”policy implemented by GaoYao District Public Security Bureau in ZhaoQing City,this paper discusses the specific implementation methods of the administrative subject organs in the process of the policy,discusses the reasons affecting the implementation of the policy,analyzes the attitude of the masses towards the policy,and puts forward relevant suggestions.
