中国共产党的农地制度百年变革之所以取得成功,是因为遵循了"土地配人口,耕者有其田"的政治规律和"从所有到利用,释放土地价值"的经济规律。在此前提下,中国共产党因应不同的社会条件和革命形势,形成了集党的领导、以人民为中心和尊重农民首创精神为一体的基本经验,找到了一个有效应对私有化、土地兼并怪圈的理想方案。我国由此形成社会主义特色的农地制度模式,即具有多层权利结构、产权清晰的集体所有制。未来农地经济价值的进一步释放,依赖于农村集体产权改革的推进和城乡融合机制的建立。

The success of the Communist Party of China(CPC)’s century-long transformation of the Rural land system is due to its adherence to the political law of"land for the population,land for the cultivator"and the economic law of"from ownership to utilization,releasing the value of land".On this premise,CPC,in response to different social conditions and revolutionary situations,developed a basic experience that integrates the leadership of CPC,people-centredness and respect for the peasants’originality,and found an ideal solution to the strange circle of privatization and land annexation.Our country has thus developed a model of a socialist agricultural land system,namely a collective ownership system with a multi-layered rights structure and clear property rights.The further release of the economic value of agricultural land in the future depends on the promotion of the reform of collective property rights in rural areas and the establishment of a mechanism for urban-rural integration.
