新型城镇化与城乡户籍制度改革——基于耦合协调模型的分析

New Urbanization and Urban-Rural Household Registration System Reform--An Analysis Based on Coupling Coordination Model

通过借鉴已有的耦合理论研究,构建新型城镇化与城乡户籍制度综合评价体系和系统耦合协调模型,收集2014—2019年我国新型城镇化与城乡户籍制度的相关数据,采用熵值法确定权重,对两者综合发展水平和耦合协调关系进行分析研究。研究结果表明,我国新型城镇化与城乡户籍制度之间存在着紧密的耦合相关关系,协同水平不断上升,但二者之间仍未建立起优质协调关系。因此,应继续深化城乡户籍制度改革,调整不协调因素,充分释放城乡户籍制度改革对新型城镇化进程的推动作用,使其与新型城镇化进程高度协调,共同促进城乡社会的全面进步。

The reform of China’s urban and rural household registration system is one of the most concerned issues of the people.With the advancement of the new urbanization,land resources are gradually made resume profitable use,involving immediate interests of hundreds of millions of people.In view of the correlation between the new urbanization and the urban-rural household registration system reform,this paper uses for reference existing researches of coupling theories,constructs the comprehensive appraisal system of the new urbanization and the urban rural household registration system and the system coupling coordination model,collects the data of the new urbanization and urban-rural household registration system in China from 2014 to 2019,uses the entropy method to determine the weight,and analyzes and researches the comprehensive development level and the coupling coordination relationship between the two.The results show that there is a close coupling relationship between the new urbanization and the urban-rural household registration system in China,and the level of coordination has been on the rise,from reluctant coordination in 2014 to intermediate coordination in 2019,but a fine-quality coordination relationship between the two has not been established yet.Therefore,we should continue to deepen the reform of the urban-rural household registration system,adjust the uncoordinated factors,fully release the impetus of the reform of the urban rural household registration system to the process of new urbanization,and make it highly coordinated with the process of new urbanization,so as to jointly promote the overall urban-rural progress.
