基于大数据的应急决策情报信息效能研究

Big Data-based Research on Information Efficiency of Emergency Decision-making

随着全球数据呈现爆发增长、海量集聚的特点,大数据为政府治理工作提供了强大的智力支持,在应急决策中处于重要的地位。在应急决策中,大数据可以作为应急决策下信息情报来源,进而提高应急决策情报信息时效性、提高应急决策体制民主性和应急决策科学性、准确性。通过文献研究、走访和调查问卷,发现大数据在应急决策中所能发挥的信息情报作用并不显著,存在应急管理人员大数据思维亟需养成、应急管理机构信息统筹能力仍需提高、应急决策信息传输渠道有待疏通、应急决策信息的质与量需有效平衡等不足。基于以上提出相应的管理对策,包括引导应急管理机构树立大数据思维,加强应急信息系统的建设和完善,构建基于大数据的智慧应急模式和健全相关法律体系,促进应急决策情报信息的有效管理与应用。

With the explosive growth and massive agglomeration of global data,big data have been providing strong intellectual support for government governance andhave played an important role in emergency decision-making.In emergency decision-making,big data can be used as a source of information to improve the timeliness of intelligence information,andto promote the democracy of emergency decision-making system and the scientific nature and accuracy in emergency decision-making.However,through literature research,interviews and questionnaires,it is found that the information and intelligence role of big data in emergency decision-making is not significant,and improvements in some aspects need to be made immediately.For example,big-data mentality of emergency management personnel need to be formed quickly,emergency management organizations'information coordination capabilities still need to be improved,transmission channels of emergency decision-making information need to be dredged,and the quality and quantity of emergency decision-making information need to be effectively balanced.On this basis,corresponding management countermeasures are put forward,which include guiding emergency management organizations to establish big data mentality,promoting the construction and improvement of emergency information system,building big data-based smart emergency mode,and improving the relevant legal system.In this way,the effective management and application of information regarding emergency decision-making can be promoted.
