张家口市绿色发展现状、存在问题与对策研究 被引量:4

Study on the Current Situation,Existing Problems and Countermeasures of Green Development in Zhangjiakou City

摘要 张家口市位于北京的上风上水区域,在京津冀生态环境支撑和水源涵养功能保障方面具有重要战略性作用,因此绿色发展是张家口市生态强市和生态兴市的必然选择。本文从森林和草原生态保护和建设、旅游业发展、农林牧业发展、可再生能源与高新技术产业发展的现状进行了归纳和分析,并对现有绿色发展政策及实施过程所存在的问题进行了深入梳理,针对性地提出了张家口市绿色发展对策包括四个方面:第一,因地制宜科学合理地推动森林和草原生态保护和建设工程;第二,全方位推进旅游全产业链绿色发展;第三,大力推动乡村绿色发展,提高农牧业综合效益和乡村人居环境质量;第四,构建政府主导的绿色发展政策支持机制、企业绿色管理创新机制及公众绿色行为导向机制,为张家口市科学地制定绿色发展政策和决策方案提供理论依据。 Zhangjiakou is located in the upper wind-water area of Beijing,it plays an important strategic role in the ecological environment support and water conservation function guarantee of Beijing,Tianjin and Hebei areas.Therefore,green development is the inevitable choice for Zhangjiakou to strengthen and prosper the city ecologically.This paper collected and analyzed the data from the forest and grassland ecological protection and construction,tourism development,agriculture,forestry and animal husbandry development,renewable energy and high-tech industry development status,and deeply excavated and analyzed the problems existing in the actual green development policy and implementation process,and put forward the green development countermeasures of Zhangjiakou city from four aspects:First,promote forest and grassland ecological protection and construction projects scientifically and reasonably according to local conditions.Second,promote the green development of tourism industry chain in an all-round way.Third,promote the green development of rural areas and improve the comprehensive benefits of agriculture and animal husbandry and the quality of rural living environment.Fourth,build the government oriented green development policy support mechanism,enterprise green management and innovation mechanism and public green behavior guidance mechanism.These suggestions provide a theoretical basis for Zhangjiakou city to formulate green development policies and decision-making programs scientifically.
