摘要
以评价为手段探索促进高校分类发展,已成为近年来省域政府探索分类管理的重要政策工具。通过政策文本分析、实地调研和深入访谈,审视当下省域高校分类评价实践中存在的问题,并提出以评价驱动高校分类发展的改革路径,包括,明晰高校的类型区分度,建立体现基于学科特色的多元化评价;引导鼓励高校按分类确立战略目标,转变质量观;从注重鉴定功能的"资源观"向注重发展过程的"增值观"转变,从办学水平评价走向引导高校发展的增值评价;转变政府在分类评价中的支配地位,夯实多方参与的行政问责、专业问责和市场问责相结合的评价制度基础。
It has become an important policy tool for the provincial government to explore the classified management to promote the classified development of colleges and universities by means of evaluation in recent years. Through policy text analysis, field research and in-depth interviews, this paper examines the problems existing in the current practice of the classification evaluation of provincial colleges and universities, and puts forward the reform path of promoting the classified development of colleges and universities driven by evaluation,including clarifying the type differentiation of universities, establishing diversified evaluation based on discipline characteristics;to guide and encourage colleges and universities to establish their own strategic objectives according to classification and change their quality concept;from the"resource view"focusing on the identification function to the"value-added view"focusing on the development process, from the evaluation of school running level to the value-added evaluation guiding the development of colleges and universities;change the dominant position of the government in the classified evaluation and consolidate the multi participatory evaluation system foundation of the combination of administrative accountability, professional accountability and market accountability.
