Investigation on human resources for disinfection to prevent and control the epidemic of COVID-19 in disease control and prevention institutions in Henan province

目的了解河南省疾控机构新冠疫情防控消毒专业人力资源状况,为常态化疫情防控提供保障。方法采取普查的方法,通过调查问卷收集全省疾控机构消毒部门设置、新冠疫情防控专班队伍建设及技术人员构成等信息,建立数据库进行统计分析。结果共调查全省157家疾控机构,71家设置有消毒专业部门,专业部门设置率45.22%。设置专业部门的机构共有消毒专业人员379人,学历以大专及以下为主,占72.56%;职称以初级及以下为主,占68.87%,高级职称仅占5.28%;工作年限以10年以下为主,占61.74%。146家疾控机构成立了疫情防控消毒专班队伍,共有消毒技术人员1332人,其中新增人员占61.56%。新增人员中,50岁以下青壮年占87.20%,工作年限10年以下占55.85%,专科及以下学历占74.63%,初级及以下职称占76.22%。102家机构对新增人员开展了岗前培训,培训时长平均为11.71h。结论河南省疾控机构消毒专业人员数量不足,建议优化人力资源配置,适应疫情防控消毒工作需求。

Objective To investigate the status of disinfection human resources for prevention and control the epidemic of COVID-19 in disease control and prevention institutions in Henan,and to provide guarantee for normalization control and prevention the epidemic.Methods The general survey was used to collect the information of the disinfection department setup,the team construction and the personnel composition to control and prevent the epidemic of COVID-19 in the province by questionnaire,and the database was established for statistical analysis.Results A total of 157 disease control and prevention institutions in the province were surveyed,and 71 of them had specialized disinfection departments,accounting for 45.22%.There were a total of 379 disinfection professionals,of whom 72.56%had a college or below,68.87%had a primary title or below,only 5.28%had a senior title,and 61.74%had a working experience less than 10 years.A total of 146 disease control and prevention institutions set up disinfection teams to prevent and control the epidemic,with 1,332 disinfection technicians,61.56%of whom were newly recruited.Among the newparticipants,87.20%were under 50 years old,55.85%had a working experience less than 10 years,74.63%had a college degree or below,and 76.22%had a primary title or below.102 institutions carried out pre-job training for new participants,with the average time of 11.71 hours.Conclusion The number of disinfection professionals is insufficient and the professional quality is low in Henan disease control institutions.It is suggested to optimize the allocation of human resources to meet the needs of disinfection to prevent and control the epidemic.
