东北地区民办社会工作服务机构的现状与发展——基于CSWLS2019数据的比较分析

Status Quo and Development of Non-governmental Social Work Service Organizations in Northeast China——Comparative Analysis Based on CSWLS2019 Data

利用“中国社会工作动态调查”数据,比较东北地区、珠三角、长三角民办社会工作服务机构的状况,指出东北地区民办社会工作服务机构存在的主要问题:机构尚显年轻,规模、经验和能力不足,专业人才和管理者缺乏,服务领域有限,政府资金和政策支持力度不够,对外联系有待加强,社会认知度不高。进一步分析了东北地区社会工作制度建设不足、社会治理体制滞后等深层次原因。提出促进东北地区民办社会工作服务机构发展的相关策略:构建政社分工与合作的新型治理机制,政府积极完善相关政策法规,加大购买服务的资金支持力度;机构要着力进行能力建设,以人才战略为核心打造专业化团队,以服务质量和品牌建设为抓手获得社会认可。

Using the data of China Social Work Longitudinal Study,this paper compares the situation of Non-governmental Social Work Service Organizations(NSWSO)in Northeast China,Pearl River Delta and Yangtze River Delta,and points out the main problems existing in NSWSO in Northeast China:the organizations have insufficient scale,experience and capabilities due to short establishment time;lack of professionals and managers lead to limited service fields;there is insufficient funds and policy support from the government;external contacts need to be strengthened to increase social recognition,etc.On the basis of further analysis of deep-seated reasons such as the inadequate construction of the social work system and the lagging social governance system in Northeast China,it puts forward relevant strategies to promote its development:it is necessary to build a new governance mechanism for the division of labor and cooperation between the government and the society;the government should actively improve relevant policies and regulations and increase financial support for purchasing services;the organizations should focus on capacity building,build a professional team with talent strategy as the core,and obtain social recognition with service quality and brand building as the starting point.
