志愿服务供给机制的异化现象及优化路径——基于元治理理论

Research on the Alienation Phenomenon of Volunteer Service Supply Mechanism and Its Optimal Path——Based on the Perspective of Meta-governance Theory

阐述了我国当前志愿服务供给机制的异化现象;分析了这种异化现象的成因;基于元治理理论,从思想基础建设、政府扶持政策、法制建设、组织优化、情感关怀5个方面探索志愿服务供给机制的优化路径,即:将志愿服务宣传教育纳入学校课程体系,保证政府与志愿组织间的良性互动,建立健全志愿者保障和补偿机制,兼顾硬件优化与人文关怀,注重志愿者的多元需求。

This article expounds the alienation phenomenon of the current volunteer service supply mechanism in our country and analyzes its causes.Based on the meta-governance theory,it explores the optimal path of the volunteer service supply mechanism from the five aspects of ideological foundation construction,government support policies,legal system construction,organization optimization,and emotional care,namely,incorporating the publicity and education of volunteer services into the school curriculum system,ensuring the benign interaction between the government and voluntary organizations,establishing and improving the volunteer guarantee and compensation mechanism,taking into account hardware optimization and humanistic care,and focusing on the diverse needs of volunteers.
