摘要
政务公开是现代公共行政改革的基本趋势,也是建设法治政府的必然要求。河南省汤阴县作为全国基层政务公开标准化、规范化百个试点县之一,积极探索实践,形成了政务公开机制规范化、政务公开事项标准化、政务公开平台多元化等先进经验。非试点县面临着人才队伍素质亟待提升、政务公开平台建设滞后、政务公开工作监督乏力等困境。借鉴汤阴县政务公开经验,提出了加快人才队伍建设、健全政务公开平台、加强监督保障机制等实践路径。
Government affairs transparency is a basic trend of modern public administration reform and an inevitable requirement for building a law-ruled government.As one of the 100 primary-level government affairs disclosure standardization and normalization pilot counties in China,Tangyin County of Henan Province has actively explored and practiced,and obtained advanced experiences in normalizing government affairs disclosure mechanism,standardizing government affairs disclosure items,and diversifying government affairs disclosure platforms.However,unpilot counties are facing dilemma,such as urgent requirement to improve staff quality,lagging in the construction of platforms and lacking of supervision in government affairs disclosure,etc.Drawing lessons from Tangyin county′s case of government affairs disclosure,some practical approaches,like speeding up talent team building,perfecting government affairs disclosure platforms and strengthening the supervision mechanism,are put forward in the present study.
