Reflection on Barracks Planning Under the Mission Requirements of the New Era

基于我国军民融合发展战略背景,营区规划正逐步进入学者的研究视野。新一轮军队改革仍在进行时,部队营区作为军事能力的孵化器和倍增器是军事设施建设投向投量的重点。该文梳理新中国我军营区发展历程,总结发展规律,系统审视营区规划内容与本质。厘清新时代营区规划面临的任务与挑战,基于项目实践经验,围绕规划重点、模式、尺度、管理归纳适应军队转型特征的营区规划理念转变趋势与应对策略及下一步优化建议。本研究分析营区规划的变与不变,试图明晰新时代使命任务下,营区规划需要从技术工具向政策工具的范式转换。

Barracks planning is gradually entering the research field of scholars based on civil military integration as national development strategy.With the new round military reform,the barracks,as the incubator of military capabilities,are the focus of military facilities investment.This article reviews the evolution and nature of PLA barracks development since the founding of P.R.China,builds a systematic perspective to reflect components and the essence of barracks planning,and clarifies the challenges of barracks modernization.Enlightened from army program practice,adapted to the characteristics of military transformation,tendency and strategies of barracks planning conception around the planning focus,mode,scale,management are proposed.By analyzing the changes and invariance of barracks planning,this study attempts to clarify the transition of barracks planning from a technical tool to a policy tool under the mission requirements of the new era.
