摘要
基于创新生态系统视角,利用生态链理论,对高新技术产业创新过程进行生态化重构,将其分为同化、生长和利用3个阶段,将3个阶段的效率乘积视为1个生态层级的创新效率,进而构建高新技术产业创新效率评价体系,运用DEA模型和Malmquist指数分析2008~2015年我国高新技术产业3个阶段和整体的静态与动态创新效率。结果发现:7年间我国高新技术产业整体创新效率高于自然生态效率,各产业因特点不同差异性较大。创新效率提升过程中,技术效率的贡献较为明显,技术进步的贡献有待进一步提升。
Based on the perspective of innovation ecosystem, this paper carries out ecological reconstruction of the innovation process of high-tech industries, which is divided into three stages of assimilation, growth and utilization based on the ecological chain theory. The product of efficiency of the three stages is regarded as an ecological level of innovation efficiency, and then it constructs an evaluation system of innovation efficiency of high-tech industries. It analyzes the static and dynamic innovation efficiency of China’s high-tech industry in three stages and the whole from 2008 to 2015 by DEA model and Malmquist index. Results show that the overall innovation efficiency of China’s high-tech industries is higher than the natural ecological efficiency during the seven years. In the process of improving innovation efficiency, the contribution of technological efficiency is obvious, and the contribution of technological progress needs to be further improved.
