联合国人权机构审议“慰安妇”问题研究

UN Human Rights Bodies Review“Comfort Women”Issue

从20世纪90年代开始,二战期间日军性奴役“慰安妇”事实日渐广为人知并超出了亚洲范围,而且作为妇女人权问题被国际社会关注。联合国人权机构从1992年开始持续审议“慰安妇”问题,在“慰安妇”受害事实的认定、“慰安妇”问题的法律责任划定以及如何解决“慰安妇”问题上,形成自己的立场和见解并以此一再告诫日本政府。联合国人权机构由此成为解决“慰安妇”问题以及维护历史真相的重要参与主体。令人遗憾的是,日本政府一再拒绝承担相应的法律责任,拒不接受解决“慰安妇”问题的建议。更有甚者,日本一些政客肆意否认强征“慰安妇”的事实,使得“慰安妇”问题的根本解决遥遥无期。

Since the 1990 s,the fact that the Japanese military sexually slavery issue( “comfort women”) during World War Ⅱ has become increasingly known beyond the Asian context,and has attracted the attention of the international community as a women’s human rights issue. The United Nations human rights bodies have been reviewing the issue of“comfort women”since 1992,and have been working on the identification of the facts of“comfort women”victimization,the delineation of legal responsibility for “comfort women”and the resolution of the “comfort women”issue. The United Nations human rights bodies have thus become the first to address the“comfort women”issue. As a result,the United Nations human rights bodies have become important participants in the resolution of the“comfort women”issue and the maintenance of historical truth.
