The Significance of RCEP to Japan's Foreign Economic Development——Literature Review of Related Academic Research and Policy Analysis

本文主要对日本有关RCEP的学术研究和政策分析文献进行综述,包括三个部分:首先从日本视角分析东亚价值链的发展与现状,阐明日本与东亚密切的经济关系;其次从日本对外经济战略视角,分析RCEP谈判过程中日本的政策选择及出现的动摇;最后总结日本各界对RCEP的评价、主要关注点和不同观点之间的争议。总的看来,日本各界对RCEP的评价是比较正面的,但也有不同的声音。RCEP的签订使得日本同时成为CPTPP、日欧EPA和RCEP三个世界大型FTA的成员国,更为东亚区域经济发展带来了新的机遇,但在现今复杂的国际局势下,尤其是经受了新冠疫情冲击之后,亚洲区域经济合作的未来趋势目前尚未明朗。

This article mainly reviews the academic research and policy analysis literature related to RCEP in Japan,inluding three parts:firstly,it analyzes the development and reality of the East Asian value chain from the perspective of Japan,thereby clarifying the close economic relationship between Japan and East Asia;secondly,it analyzes the choice and wavering of the Japanese policy in the RCEP negotiation process from the perspective of Japan's foreign economic strategy.Finally,it summarizes the debates about the evaluation,major concerns and various views.Generally speaking,the evaluation of RCEP from various circles in Japan is relatively positive,but there are also different voices.The signing of RCEP has made Japan a member of the three major world-wide FTAs:CPTPP,Japan-Europe EPA,and RCEP.It has brought new opportunities for the economic development of East Asia.However,in the current complex international situation,it has experienced the new crown in particular.After the outbreak,the trend of Asian regional economic cooperation is very clear.
