辽宁省高耗能和高排放行业现状及发展对策

高耗能、高排放行业是碳排放的主力军,炼油、钢铁、水泥、有色金属冶炼、煤化工和火电行业贡献的二氧化碳排放量占全国排放总量的一半以上,控制其碳排放是实现中国碳排放达峰的重要组成部分。根据全国排污许可证管理平台信息,统计分析辽宁省的“两高”行业企业数量和分布特征,并提出行业发展对策及建议。

High energy-consumption industries and high emission industries are the main force of carbon emissions.Oil refining,steel,cement,non-ferrous metal smelting,coal chemical and thermal power industries contribute more than half of the total national CO2 emissions.Controlling the six industries carbon emissions is an important part of achieving Chinese carbon emissions peak.According to the information of National Pollutant Discharge Permit Management Platform,this paper statistically analyzes the number and distribution characteristics of high energy-consuming and high emission industry enterprises in Liaoning Province,and puts forward some countermeasures and suggestions for industry development.
