Regional Joint Fire Prevention Management of Petrochemical Plants

近年来防火管理制度在主管机关持续推动下,培训出许多的防火管理人。防火管理人是关系着火灾预防工作成败的重要关键,应该充分发挥其应有功能。然而大多数防火管理人仅止于静态的拟定消防防护计划书,至于动态的用火用电维护管理、员工自卫消防编组演练、消防设备定期检测等并未完全落实。消防安全设备设置与防火管理运作机制一体两面,相辅相成。虽然对于各类场所消防安全设备的设置,消防机关依规定持续检查追踪,但是建筑物或场所内部自身的防火管理执行,有待改进之处仍相当多,尤其石化工厂在实施防火管理制度实务执行方面更待落实,以降低火灾发生率,确保民众生命财产安全。

In recent years,the fire prevention management system has been continuously promoted by the competent authority,and many fire prevention managers have been trained.As a fire protection manager is an important key to the success or failure of fire prevention work,and should give full play to its due function.However,most fire protection managers only stop at statically drafting fire protection plans,as for dynamic maintenance and management of fire and electricity use.Staff self-defense fire-fighting marshalling drills,regular inspections of fire-fighting equipment,etc.are not fully implemented.The setting of fire safety equipment and the operation mechanism of fire management are one and two sides,and they complement each other.For the installation of fire safety equipment in various places,although the fire department continues to inspect and track in accordance with the regulations,there are still many areas for improvement in the implementation of their own fire management in buildings or places.In particular,petrochemical plants are implementing the practical implementation of the fire management system.Still more should be implemented to reduce the incidence of fires and ensure the safety of people's lives and property.
