摘要 通过对铁路货运既有的定价机制及铁路运输进款清算新旧办法比较,构建上海局集团公司适用的承运清算模型,结合长三角区域经济结构特点和运输市场状况,围绕铁路货运市场化定价的基本原则和总体目标,深化落实国家调整运输结构、供给侧结构性改革战略等建议,为铁路持续优化货运产品结构,提升企业整体效益,进一步提高货运经营质量和效率效益,实现铁路货运经营精准化管理提出参考思路和目标。 Based on the analysis of the existing pricing system for railway freight transportation and the comparison between the old and new railway transportation billing and clearing methods,this paper establishes a carrier clearing model suitable for China Railway Shanghai Group Co.,Ltd.Combining the economic structure characteristics and transportation market situation in Yangtze river delta region,focusing on the basic principles and overall goals of railway freight pricing marketization,as well as the national strategies of adjusting transportation structure and supply-side structural reform,this paper puts forward reference and goals for optimizing railway freight services structure,improving overall profitability for railway enterprises,improving freight services and efficiency,as well as delicacy management.
