甘肃省农业供给侧结构性改革对策研究——基于农民收入与农业生产结构关系分析

Methods of Agricultural Supply-Side Structural Reform in Gansu Province:An Analysis of the Relationship Between Farmers'income and Agricultural Production Structure

农民增收是一切农业工作的目标,而农民增收的关键之一在于家庭经营性收入的稳步提高。在分析甘肃省农民收入构成及其变动特征的基础上,选取2010—2019年农业生产经营的8项关键性指标,运用熵值法,对甘肃省农业生产经营结构与农民收入变化的关联性进行了实证分析。研究表明:在市场机制的引导下,甘肃省农业供给侧构成不断优化,中药材、蔬菜以及畜牧等特色产业对农民增收的带动作用不断增强,甘肃省农业生产经营特色化、差异化发展模式初见成效。因此,提出坚持因地制宜,进一步加强政策引导与资金扶持,推进甘肃省农业产业结构调整,壮大特色优势产业,切实促进农民收入稳步提高。

Increasing farmers'income is the goal of all agricultural work,and the key to increasing farmers'income is the steady increase of income from household business operation.Based on the analysis of the composition and change of farmers'income in Gansu Province,this paper selects eight key indicators of agricultural production and operation in Gansu Province from 2010 to 2019,and makes an empirical analysis on the correlation between the structure of agricultural production and management and changes of farmers'income by using entropy method.The research shows that:under the market mechanism,the agricultural supply side in Gansu Province is continuously optimized;the driving role of characteristic industries such as Chinese crude drug,vegetables and animal husbandry to increase farmers'income is constantly enhanced;it has achieved initial success in the specialization and differentiation development mode of agricultural production and operation in Gansu Province.Therefore,it is necessary to adjust measures to local conditions,to further strengthen policy guidance and financial support,to promote the adjustment of agricultural industrial structure in Gansu Province and to expand the advantages of characteristic industries,thereby effectively promoting the steady increase of farmers'income.
