“一带一路”沿线国家油气投资风险防范研究

Research on Risk Prevention of Oil and Gas Investment in Countries along "the Belt and Road"

“一带一路”倡议已经进入具体实施的“工笔画”阶段,对外投资取得了较大的经济效益,然而收益越高风险越大,油气行业更加如是。通过分析“一带一路”沿线油气资源状况,确定油气投资重点的20个目标投资国家,并对这些国家参与“一带一路”以来的具体油气投资情况进行归纳和总结,在“一带一路”油气行业的国际投资与合作进程中必须关注众多风险,其中包括地缘政治风险、政治和经济风险及法律政策风险、资源风险等,油气投资主体可以通过构建投资风险评估和预警体系、加强投资回报机制的建设、风险评估与投资决策紧密结合等方法积极探索投资风险的防范途径,加强自身的抗风险能力,从而最大限度的降低投资风险,助推我国“一带一路”建设的高质量、高效率、可持续发展。

"The Belt and Road"initiative has stepped into the stage of"meticulous painting",and foreign investment has achieved great economic benefits.However,the higher the return,the greater the risk is,especially in the oil and gas industry.Based on the analysis of the oil and gas resources in countries on the"the Belt and Road",twenty target countries are identified,and the specific oil and gas investment and economic benefits of these countries are summarized.In the process of international investment and cooperation in"the Belt and Road"oil and gas industry,we must pay attention to the main risks such as resource risk,geopolitical risk,political and economic risk,and oil and gas legal risk.Oil and gas investors can actively explore ways to mitigate risk by constructing investment risk assessment and early warning system,strengthening the investment return mechanism,and closely combining risk assessment with investment decision-making,and enhancing their own anti-risk ability,so as to promote the high-quality,high-efficiency and sustainable development of China's"the Belt and Road".
