摘要
京津冀大气污染协同治理机制形成已久,但治理成效并不理想。通过比较研究国内外区域大气污染协同治理的法律模式,分析不同区域大气污染协同治理法律模式的特点及优劣势,梳理京津冀大气污染协同治理机制的发展轨迹,重点分析治理机制的核心,即协作小组和领导小组的异同及优劣势。以此为基础,探讨京津冀大气污染协同治理法律模式存在的问题,并提出解决方案。
The coordinated control mechanism of air pollution in Beijing-Tianjin-Hebei region has been there for a long time with a poor effect.By comparing the legal model of regional air pollution co-control at home and abroad,the paper analyzes the characteristics,merits and demerits of the legal model of coordinated environmental control in different regions.Meanwhile,the paper reviews the development of the cooperative control mechanism of air pollution in Beijing-Tianjin-Hebei region and focuses on the analysis of the core of the governance mechanism(i.e.the similarities and differences between the collaborative group and the leading group).Based on this,the paper puts forward solutions to the problems of the legal model of coordinated air pollution control in Beijing,Tianjin and Hebei.
