Constructing an Eco-Compensation System for the Sustainable Development in Qinba Ecological Functional Area

生态补偿是统筹生态功能区生态服务功能稳定发挥与区域经济社会发展的重要推动力量,对实现乡村振兴、可持续发展意义重大。论文在分析秦巴生态功能区生态补偿面临主要问题的基础上,提出了“六位一体”的综合生态补偿体系,其中科学确定生态补偿标准是基础,健全生态补偿制度是关键,多元化生态补偿资金是前提,完善市场交易补偿是支撑,拓展生态补偿方式是抓手,加强生态补偿资金监管是保障,以期为生态功能区生态补偿实践提供参考,形成可持续发展的长效动力。

Eco-compensation is an important driving force for coordinating the stable ecological services and the development of regional economy and society in ecological functional areas,which is of great significance to rural revitalization strategy and sustainable development.Based on the analysis of the main challenges of eco-compensation in Qinba Ecological Functional Area,this paper tries to build a comprehensive integrated system of“Six in One”with a variety of measures.In detail,determining the eco-compensation standard scientifically is the foundation,developing the eco-compensation system is the key,diversifying eco-compensation funds is the premise,perfecting the market transaction compensation is the support,expanding eco-compensation is the effective means,and strengthening supervision of ecocompensation funds is the guarantee.It is expected to provide references for the practice of eco-compensation in ecological functional areas and construct a long-term driving force for sustainable development.
