公共文化服务水平提升的关键是实现公共文化服务从“管理”向“治理”的转变,这是公共文化领域改革的要求。为此,要优化公共文化服务资源配置,完善社会力量进入公共文化领域的扶持政策法规,深化法人治理结构改革,加快公共文化服务评价监管机制改革,推动综合性文化服务设施建设。

The key to improve our country’s public cultural services is a shift from management to governance which is an inevitable requirement for the reform in field of public culture.Therefore,it is necessary to optimize the allocation of public cultural service resources,improve the supportive policies and regulations for encouraging social forces in cultural services,deepen the reform of corporate governance structure,accelerate the reforms of mechanisms for assessing and supervising public cultural services,and step up the construction of comprehensive cultural service facilities.
