Experience and Suggestions of National Water Resources Monitoring Capacity Construction Project in Henan Province

国家水资源监控能力建设经过2012—2014年、2016—2018年两期项目近7 a的建设,河南省水资源监测体系已经建立并逐渐完善。在建设过程中取得了建立上下联动多方参与的协调机制,根据各个建设任务的不同特点制订的系列项目管理办法,确立了水资源建设和管理的技术规范,构建并规范了系列标准体系,通过加强规范管理确保项目建设质量等建设经验。对项目建设后期也提出了落实运行维护标准和经费,持续提高水资源监控目标和监测质量,加强监控体系的运行管理,提高数据采集精度和准确率等系列建议。

After nearly 7 years of construction of the National Water Resources Monitoring Capability Construction Project( 2012—2014 and 2016—2018),water resources monitoring system in Henan Province has been established and gradually improved.In the process of construction,the establishment of the upper and lower linkage and multi-participation coordination mechanism were accomplished.According to the different characteristics of each construction task,a series of project management methods have been formulated.The technical norms of water resources construction and management have been established,a series of standard systems have been constructed and standardized,and construction experience has been gained by strengthening standardized management to ensure the quality of project construction.At the later stage of the project construction,a series of suggestions are put forward,such as implementing the operation and maintenance standards and funds,continuously improving the monitoring objectives and quality of water resources,strengthening the operation and management of the monitoring system,and improving the accuracy and precision of data collection.
