黑龙江省农民创业现状及对策研究

The Status Quo and Countermeasures of Farmers′ Entrepreneurship in Heilongjiang Province

"三农"问题短板在农村,农村振兴关键在产业。黑龙江省自身地域特征、文化特质、人文环境为农民创业催生出更多机会。目前,黑龙江省农民创业人数增多且收入增加、创业领域拓宽且类型多样、"互联网+农业"创业形成,但大部分农民创业者存在能力不足、创业持续性不强,创业组织化不高、风险大且缺少预防措施,农民创业扶持力度不足、受资源约束程度高等问题。未来发展中将以技能助推创业、平台助推创业为主。需做好农民创业培训、提升农民创业者素质,提高农民创业组织化程度、降低创业风险,推进创业园区建设、提升农民资源整合能力。

The shortcomings of issue of‘Agriculture,Rural Areas and Farmers’ are in rural areas,and the key to rural revitalization lies in industry.The regional features,cultural characteristics,and humanistic environment in Heilongjiang Province have created more opportunities for farmers to start their own businesses,at present,the number of farmers and their income in Heilongjiang Province have both increased,the fields of entrepreneurship have been broadened and the types have been diversified,and the ‘Internet + Agriculture’ entrepreneurial form has formed.However,most farmer entrepreneurs are confused about the problems such as lack of innovation and continuity,low risk of entrepreneurial organization,lack of preventive measures,insufficient support for farmer entrepreneurship,and a high degree of resource constraints.The future development will focus on boosting entrepreneurship by skills and platform.Entrepreneurship training for farmers needs to be done in order to improve the quality of farmers′entrepreneurs,strengthen the organization of farmers′entrepreneurship,reduce entrepreneurial risks,and promote the construction of entrepreneurial parks to enhance farmers′resource integration capabilities.
