摘要
近年来,在国家的政策支持下,河南省大力推广PPP模式在全省各个行业中的应用,PPP模式在工程建设领域迎来了蓬勃发展时期。水利行业作为支持国民经济建设的基础性行业,在河南省推进PPP模式中发挥了重要作用。文章以2019年实施的小浪底北岸灌区工程PPP项目为例,从项目全生命周期的视角分析了PPP模式在水利工程建设中的运作模式、风险管理方式、项目监管与绩效考核等方面的应用,为PPP融资模式在水利工程建设中的应用提供了一定参考。
In recent years,with the support of national policies,Henan Province has vigorously promoted the application of the PPP mode in various industries. The PPP mode has entered a period of vigorous development in the field of engineering construction. As a basic industry supporting the national economic construction,the water conservancy industry has played an important role in promoting PPP mode in Henan Province. Taking the 2019 Xiaolangdi North Bank Irrigation District PPP Project as an example,the application of operation mode,risk management method,project supervision and performance appraisal of PPP mode in the construction of water conservancy project from the whole life cycle are analyzed,which provides reference for the application of PPP financing mode in the construction of water conservancy projects.
