我国贸易新业态新模式发展存在的问题及对策研究

Problems and Countermeasures of China's New Forms and Models of Trade

2016年以来,以跨境电子商务、市场采购贸易、外贸综合服务企业,以及保税研发、保税检测和全球维修等“保税+”模式为代表的贸易新业态新模式快速发展,为我国外贸发展提供了新空间和新动能。当前,我国与贸易新业态新模式发展相适应的监管制度日益完善,但在部分领域和环节仍存在政策滞后甚至缺位的情况。随着贸易新业态新模式规模迅速扩张,一些问题和风险也被随之放大,为贸易新业态新模式规范、健康和可持续发展埋下了隐患。文章通过研究我国贸易新业态新模式发展的现状和趋势,深入剖析了在具体实践中存在的问题,进而提出了相应对策建议,以期为政府决策提供参考。

Since 2016,new forms and models of trade,including cross-border e-commerce,market purchase trade,foreign trade comprehensive service enterprises,bonded research and development,bonded inspection,bonded global maintenance and some other“bonded plus”models,have witnessed a fast development and provided new space and new engine for China's international trade.Although China's regulatory system adapted to the development of new forms and models of trade is improving continually,policies in some areas and steps are still lagging behind or even absent.With the rapid expansion of trade value,some problems and risks are magnified as well.These problems and risks will hamper the normative,healthy and sustainable development of new forms and models of trade in the future.This paper studies the current situation and trend of China's new forms and models of trade,deeply analyzes the problems existing in practice,and then puts forward countermeasures and suggestions,in order to provide reference for government decision-making.
