摘要
随着世界贸易一体化程度的加深和生态环境形势的日趋严峻,传统的环境保护与贸易发展之间固有的矛盾在新时期表现得愈发显著。文章以国际贸易领域广泛存在的绿色贸易壁垒为切入点,在绿色“一带一路”建设背景下对其功能进行重新审视,并详细考察了绿色“一带一路”建设开始前后沿线地区的绿色贸易发展情况。研究结果表明,绿色“一带一路”提出以来,沿线国家的绿色贸易壁垒强度和结构均有所改善,贸易绿色发展水平不断增强,但在区域和行业布局方面仍有较大发展空间。下一阶段,中国应与沿线其他国家共同持续规范绿色贸易壁垒,创新绿色发展机制,并以高质量合作加速推动环境与经济效益的统一,为实现“一带一路”沿线可持续发展做出积极贡献。
With the deepening of world trade integration and the increasingly severe ecological environment situation,the traditional inherent contradiction between environmental protection and trade development is becoming more and more obvious in the new period.This paper takes the green trade barriers widely existing in the international trade as the breakthrough point,and reexamines its functions in the context of the green Belt and Road construction,then makes an extensive study of the green trade performance of the countries along the routes before and after the beginning of the green Belt and Road construction.The results show that the intensity and structure of the green trade barriers of the countries along the routes have been both improved since the proposition of the green Belt and Road strategy,with the green trade development level has been increasing.However,there is still much room for development in terms of regional and industrial layout.For the next phase,China should continue to regulate green trade barriers and innovate green development mechanism with other countries along the routes,speed up the unification of environmental and economic benefits with high quality cooperation,and make positive contributions to the Belt and Road initiative region's sustainable development.
