基于AHP模型的城镇开发边界的划定方法研究:以湘西州为例

Research on the demarcating method of urban development boundary based on AHP model:a case study of Xiangxi Prefecture

城镇开发边界是西方国家控制城市无序蔓延的重要政策手段,也是当前我国国土空间规划的重要内容。虽然学界对其进行了较多研究,但由于空间决策的复杂性,城镇开发边界的划定方法依然是当前研究的热点。湘西自治州地处武陵山脉腹地,划定其城镇开发边界是优化国土空间开发保护格局的重要手段,也是当前国土空间规划的政策要求。首先,采用AHP模型的方法确定城市空间扩张的影响因素及其权重,得知坡度、城规管制、生态管制和土规管制是影响湘西州城市空间扩张的重要因素;其次,依据各影响因素和权重计算城镇建设用地的空间转换概率;再次,依据空间转换概率和城镇建设用地的规模,初步划定城镇开发边界;最后,采用核密度分析的方法对城镇建设用地进行空间优化,以此作为湘西州城镇开发边界的划定结果。

Urban development boundary(UDB)is an important policy measure to control urban sprawl in western countries,and also important content of China's current territorial space planning.Although more studies have been carried out in the academic circle,due to the complexity of spatial decision-making,the research on the method of UDB is still a hot research spot.Xiangxi Prefecture is located in the hinterland of Wuling Mountains.Delimiting the UDB is an important means to optimize the development and protection pattern of territorial space,and it is also the policy requirement of current territorial space planning.Firstly,the AHP model is used to determine the influencing factors and their weights of urban spatial expansion.The results show that slope,urban planning control,ecological control and land planning control are the top 4 factors affecting urban spatial expansion in Xiangxi Prefecture of Hunan province.Secondly,the spatial conversion probability of urban construction land is calculated according to the influencing factors’weight.Thirdly,according to the spatial conversion probability and the scale of urban construction land,the UDB is preliminarily defined.Finally,the spatial optimization of urban construction land is carried out by using the kernel density analysis method,which is the result of UDB in Xiangxi Prefecture.
