The Mechanism of Informal Sports Organizations Integrating into the Public Sports Service Supply System

基层社区广泛存在的非正式体育组织,客观上弥补了公共体育服务供给覆盖不全、应对不灵的缺陷,发挥了补充供给基层公共体育服务的重要功能。构建群众体育发展的大组织格局、构建多元共治公共体育服务治理体系亟待非正式体育组织的融入;基于共同的公益价值、共有的服务职能、共通的组织结构,非正式体育组织具有纳入公共体育服务体系的现实可能;但需发挥公益价值激发、社会关系维系、承接活动纳入、发展结构纳入、规范服务约束、公共政策引导等机制的机能。

The widespread existence of informal sports organizations in grassroots communities objectively makes up for the incomplete coverage and ineffectiveness of public sports services,and plays an important role in supplementing public sports services for the grassroots society.Their integration into the supply system of public sports service is essential in building a large-scale pattern for the development of mass sports and a diversified and jointly-governed management system of public sports service.Based on common public welfare value,service function and organizational structure,there are realistic possibilities for these organizations to be incorporated into the public sports service system.However,it is necessary to give play to the functions of mechanisms such as stimulating public welfare values,maintaining social relations,integrating undertaking activities,integrating development structure,standardizing service constraints and guiding public policies.
