新疆区域创新政策量化评价研究

Research on Quantitative Evaluation of Xinjiang Regional Innovation Policies

科学评价分析新疆区域创新政策,有助于发挥其丝绸之路经济带核心区的独特区位优势,对于推动实现中国全局创新发展、加快建设创新型国家具有重要意义。本文通过对2000—2020年的新疆区域创新政策归纳梳理,建立PMC指数模型,遴选出12项典型政策进行量化评价。研究发现:各项政策的PMC指数均值为7.17,共有7项政策评估结果为优秀等级、5项政策为良好等级,没有完美与较差等级的政策文本,整体状况良好。各项政策在政策性质、政策评价、作用层面和政策视角等方面表现较好,内容详细、具体。各项政策存在4项共性问题:政策时效较为局限、政策缺乏第三部门等主体参与、政策领域侧重点缺乏均衡性及政策激励措施的使用较为单调。基于所得结论,提出各项政策的优化完善建议。

Scientific evaluation and analysis of Xinjiang's regional innovation policies will contribute to give play to its unique location advantages in the core area of the Silk Road Economic Belt.It is of great significance for promoting the overall innovation and development of China and accelerating the construction of an innovative country.This article summarizes and combs Xinjiang regional innovation policies from 2000 to 2020,establishes a PMC index model,and quantitatively evaluates 12 typical policies.The study found that the average PMC index of each policy is 7.17,a total of 7 policy evaluation results are excellent grades,5 policies are good grades,there is no policy text with perfect and poor grades,the overall situation is good.Various policies performed well in terms of policy nature,policy evaluation,role level,and policy perspective.The content is detailed and specific.There are four common problems in various policies:the policy timeliness is relatively limited,the policy lacks the participation of the third sector and other subjects,the focus of the policy field lacks balance,and the use of policy incentives is relatively monotonous.Based on the conclusions obtained,suggestions for optimization and improvement of various policies are proposed.
