技术壁垒对出口企业技术创新决策的影响

The Impact of Technical Barriers on Technological Innovation Decision of Export Enterprises

本文基于演化博弈视角研究技术壁垒对出口企业技术创新决策的影响。理论分析结果表明:面对进口国设置的技术壁垒,在出口企业技术创新策略选择博弈中,博弈双方技术创新收益和技术创新成本的主要参数的变化将导致演化博弈策略最终收敛于不同的稳定均衡点,进而影响出口企业技术创新的策略选择。实证研究结果发现:进口国对于高技术产品设置的技术壁垒会刺激中国高技术产品出口企业进行技术创新,且企业出口市场规模越大,技术壁垒下的这种技术创新效果越明显;贸易伙伴国的技术控制和对中国高技术产品的市场规模控制会显著抑制中国高技术产品出口企业的技术创新;企业技术创新人力和技术创新物力的增加对技术创新有促进作用,而技术创新财力投入对企业技术创新有滞后效应,其促进作用在滞后7期出现,且企业人力和物力资源对技术创新的贡献大于财力资源的投入。

This paper analyzes the impact of technical barriers on technological innovation decisions of export enterprises from the perspective of evolutionary game.The results of theoretical analysis show that when encountering technical barriers,high-tech export enterprises with higher technology level usually show stronger willingness of technological innovation.Technological innovation decision-making of export enterprises is mainly affected by their technological innovation benefits and costs.The empirical results show that the technical barriers set up by importing countries for high-tech products will stimulate China's high-tech products export enterprises to carry out technological innovation,and the larger the export market scale is,the more obvious the effect of technological innovation under technical barriers becomes.The technological control of trading partners and the market scale control of China's high-tech products will significantly inhibit the technological innovation of China's high-tech export enterprises.The increase of human and material resources in technological innovation can promote technological innovation,while the financial input of technological innovation has a lag effect on technological innovation,and its promoting effect appears in the lag period of 7.Moreover,the contribution of human and material resources to technological innovation is greater than that of financial resources.
