摘要
光伏终端利用是中国与广大发展中国家能源国际合作的新兴领域。光伏终端利用的技术经济特征优势会在能源、经济、社会领域产生三个转换机制,即能源产业属性由资源主导向制造业主导转换、能源利用效果由污染自然环境向改善自然环境转换、一些非流动性要素向流动性要素转换。借助转换功能,中国与广大发展中国家开展和深化光伏终端利用国际合作,具有全面提升广大发展中国家治理条件、改变中国能源国际合作被动状况以及改善世界能源格局等多层面积极意义。这一合作既具有良好基础也存在一些问题,需要科学界定其战略定位、建立健全相应政策措施。
Photovoltaic terminal utilization is an emerging field of international energy cooperation between China and the vast number of developing countries.The advantages of technical and economic characteristics of photovoltaic terminal will produce three transformation mechanisms in the fields of energy,economy and society,namely,the transformation of energy industry attribute from resource-based to manufacturing,the conversion of energy utilization effect from polluting the natural environment to improving the natural environment,and the conversion of some non-dynamic development factors to the mobility factors.With the help of conversion function,it is of great significance for China and other developing countries to carry out and deepen international cooperation in photovoltaic terminal utilization,which can improve the governance conditions of developing countries,change the passive situation of China's international energy cooperation,and improve the world energy pattern.The international cooperation between China and developing countries in the utilization of photovoltaic terminals has a good foundation,but there are also some problems.It is necessary to scientifically define its strategic positioning and establish and improve the corresponding policies and measures.
