国际变局下日本关于国际秩序的战略认知及应对

Japan’s Strategic Perception and Action Relating to the International Order under the Changing International Situation

在2008年金融危机的影响下,西方发达国家经济持续低迷,新兴国家与发达国家差距不断缩小,世界经济重心明显向新兴国家转移,这不仅急剧改变了国际权力格局,也冲击了美国主导的“自由国际秩序”。作为这一秩序的参与者和受益者,日本感到极度不安。他们认为,新兴力量特别是中国的快速发展打破了原有的力量平衡,从外部挑战了该秩序,而美欧国家的政治不稳定则从内部冲击了该秩序;中美战略博弈事关国际秩序变动全局,日本生存之道的核心问题是如何在中美博弈中寻求平衡。鉴于此,日本一方面积极担当起维护“自由国际秩序”的“重任”,图谋用该秩序的核心制度“规范”中国的行为;另一方面,继续追随美国,帮助美国维护其国际地位,与中国在各个方面展开竞争。

Under the influence of the financial crisis in 2008,the economy of the United States and the West countries has been in the recession.The gap between the emerging and the developed countries has been narrowing with the focus of the world economy obviously shifting to the emerging countries,which not only dramatically has changed the international power pattern but also has had profound impact on the liberal international order dominated by the U.S..As a actor benefiting from the current international order,Japan feel anxious about the changes,thinking that the rise of emerging powers,especially China,has broken the original balance of power and challenged the liberal international order from the outside,while the political instability of the United States and European countries has impacted the international order from the inside.The strategic China-U.S.competition is a key factor of the international order change,and Japan’s core issue is how to seek a balance in that competition.From Japanese perceptive,On the one hand,Japan should actively shoulder the“heavy responsibility”of maintaining the liberal international order and“regulate”China’s behavior with the core system of this order;on the other hand,Japan should continue to follow the United States and compete with China in all aspects.
