近三年,美海军部发布多份无人系统顶层文件,系统布局无人系统发展,谋求补齐装备体系短板,甚至颠覆传统作战样式。本文梳理美海军部无人系统愿景与发展目标,重点研究无人系统采办、作战运用的组织管理体系,分析面临的挑战,并剖析了智库提出的组织变革设想。

In the past three years,U.S.Department of the navy has releasedmany unmanned system files,layouting for unmanned system development,Making up for the shortcomings of the equipment system,and even subverting the traditional operationalconcept.This article sorts outthe visions and the objectives of the Navy's unmanned systems,focused on the organization and management of unmanned system acquisition and operational use,analyzed the related challengesand a organizational change visionsuggested by think tanks.
