杭州地区病原微生物实验室设立单位生物安全风险评估结果分析和应用研究 被引量:3

Analysis and application research of biosafety risk assessment results for pathogenic microorganism laboratories in Hangzhou

摘要 目的对杭州地区各病原微生物实验室设立单位提交的年度生物安全风险评估报告进行统计、分析,便于卫生行政部门及时掌握辖区生物安全隐患,制定对策,控制风险。方法要求杭州市各病原微生物实验室设立单位开展生物安全风险评估并填报、提交风险评估报告,包括《实验室设立单位基本情况表》和《实验室设立单位生物安全风险自评表》等。对各单位提交的风险评估报告进行统计、分析和汇总,最后编制成杭州地区生物安全风险评估报告。结果2019年杭州市15个区(县)563家病原微生物实验室设立单位开展年度生物安全风险评估工作,生物安全风险较高、存在问题较多的主要是实验室设置和布局不合理、没有配备必要的应急设施设备和有效的应急物资、在开展新的病原微生物项目或实验活动前没有开展风险评估、没有建立实验人员健康档案等。结论表格式的生物安全风险评估报告模板便于填报、统计和分析。卫生行政管理部门根据区域生物安全风险评估结果落实了针对性的风险管控措施,确保杭州地区生物安全。 Objective To conduct statistical analysis of the biosafety risk assessment reports from pathogenic microorganism laboratories in Hangzhou area so that the administrative department of public health shall promptly grasp the hidden danger of biosafety within the jurisdiction,formulate countermeasures and control risks.Methods All pathogenic microorganism laboratories in Hangzhou are required to carry out biosafety risk assessment,fill in and submit risk assessment reports,including Basic Information Table of Laboratory Establishment Units and Biosafety Risk Self-Assessment Table of Laboratory Establishment Units,etc.The risk assessment report submitted by each unit was counted,analyzed and summarized,and finally the biosafety risk assessment reports in Hangzhou area were compiled.Results In 2019,593 pathogenic microorganism laboratories in 15 districts(counties)of Hangzhou carried out annual biosafety risk assessments.The high biosafety risk and many problems are mainly due to the unreasonable laboratory setup and layout,the lack of necessary emergency facilities and equipment and effective emergency materials,no risk assessment was carried out and no health records of experimenters were established before launching new pathogenic microorganism projects or experimental activities.Conclusion The biosafety risk assessment report template in tabular format is convenient for filling,statistics and analysis.The health administration department implemented targeted risk control measures based on the results of the regional biosafety risk assessment to ensure biosafety in Hangzhou.
