大型生活社区安全风险评估方法研究及应用

Research and Application of Safety Risk Assessment Method in Large Living Communities

为了提高大型生活社区的安全性,减少事故的发生,利用安全系统、安全管理、安全评价理论和方法,提出了大型生活社区的安全风险评估方法。通过提出大型生活社区安全评估策略,划分了大型生活社区的评估单元,并提出了各个评估单元涉及的事故类型。建立了安全风险评估模型,确定事故基准风险计算方法,选取各个单元的安全风险动态影响因子,提出了计算公式和方法,并列出安全风险等级。最后通过对天津中新生态城进行安全风险评估,得出生态城的安全风险等级,为政府监管部门进行安全管理监督提供依据。

In order to improve the safety of large living communities and reduce the accidents,a safety risk assessment method for large living communities is proposed by using safety system,safety management and safety evaluation theory and methods.Based on a large-scale life community safety assessment strategy,the assessment units in large life communities are divided,and the types of accidents involved in each assessment unit are put forward.A safety risk assessment model is established,the calculation method of accident base risk is determined,the dynamic risk factors of each unit′s safety risk are selected,the calculation formula and method are put forward,and finally the safety risk level is listed.Also through the safety risk assessment of Tianjin New China E-co City,the safety risk level of the e-co city is obtained,which provides basis for the government supervision department to carry out the safety management and supervision.
