摘要 为有效管控风险,提升城市安全风险评估准确性,提出以固有风险初筛为前提的城市安全风险评估方法模型,制定不同行业领域风险筛查标准和行业风险系数,构建风险评估主体-行业管理部门-政府(区域)三级联动的城市安全风险评估流程。通过“点—线—面”自下而上的模式开展风险评估,叠加形成行业、区域风险。实例应用表明:该方法能够系统全面找出城市风险管控重点,有效评估区域风险等级,为城市安全风险分级管控提供决策依据。 To effectively control risks and improve the safety risk assessment accuracy of the city,it is put forward the model of urban safety risk assessment method on the premise of inherent risk early screening,to formulate the risk screening standards and industry risk coefficients of different industries and fields and construct the three-level linkage urban safety risk assessment process of risk assessment subject,industry management department and government(region).Risk assessment is carried out through the bottom-up mode of point-line-plane,and industry and regional risks are superimposed.The example application shows that this method can systematically and comprehensively find out the key points of urban risk management and control,effectively evaluate the regional risk level,and provide a decision-making basis for the hierarchical management and control of urban security risks.
