后扶贫时代医务社会工作介入健康扶贫的可行性分析——以紫阳县为例

Analysis on the feasibility of medical social work involving in healthy targeted poverty alleviation in post poverty alleviation era--Take Ziyang county as an example

近年来我国健康扶贫政策的实施取得了一定的效果,但基层医疗卫生人力缺乏、贫困人口健康素养水平较低、帮扶效果不明显等问题逐渐暴露,亟需多元主体参与共同解决。医务社会工作与健康扶贫政策的理念和目标具有一定的契合性。该文基于SWOT分析方法,以紫阳县为例,分析了医务社会工作介入健康扶贫的可行性:优势(S)是价值理念与工作内容契合、方法专业并具有人文关怀;劣势(W)是工作场所的变化、专业的知晓度及专业人才稀缺;机遇(O)是扶贫事业的需要及政策的支持;风险(T)是专业发展相关政策尚未完善、专业缺乏资金保障。医务社会工作介入健康扶贫工作中,应加强政策的导向和扶持、壮大医务社工人才队伍、增强医务社会工作的宣传、提升服务监管与评估力度。

In recent years,the implementation of the policy of health poverty alleviation has achieved a certain results in China.But with the problems gradually exposing of lacking grass-roots medical primary health human power,low health literacy level of poverty population and not obvious support effect etc.,those need multiple subjects to participate in joint solutions.The concepts and goals of medical social work and health poverty alleviation policy have certain compatibility.Therefore,this article is based on SWOT analysis method,takes Ziyang county as an example,analyzes the feasibility of medical social work to intervene in healthy poverty alleviation:the advantages are that value idea agrees with working content,professional methods with humanistic care;the disadvantages are that the change of workplace,scarcity of professional awareness and skilled workers;opportunities are that the needs of poverty alleviation and policy supports;the risks are that the relevant policies of professional development has not complete yet,lack of fund guarantee for the profession.We should strengthen policy guiding and support,expand talent team of medical social work,enhance the publicity of medical social work and promote service supervision and evaluation for medical social work involving in healthy poverty alleviation.
